a) To Maintain A Constant Preventive Control Against The Illicit Use Of The Drugs, Marijuana, Cocaine, Opium, Crack, Heroine, Bazuco, Etc.

b) To Promote The Social, Cultural And Moral Invigoration.

c) To Look After The Respect Of The Human Rights And Of The Species..

d) To Design And To Apply Political With Plans Of Directed Works To Offer Necessary Support For Our Youth's Better Integral Development..

e) To Promote By Means Of Campaigns Or Operative Preventive Own And together with Other Organisms, In The Combat Against The Illicit Cultivation Of Drugs And Narcotics.

f) Media Creation For Massive Popularization, Presses Radial, Written And Audiovisual Related With The Functions That Carries Out This Command.

g) To Sign Agreements Of Cooperation With Public And Private Institutions, For The Best Executes Of The Objectives Of This Preventive Command.

h) To Maintain An Antidrug Constant Control With The Dogs Of The Canine Command Of C.A.P.E.S.W. In The whole Jurisdiction Of the Same One.

i) Any Other Action OR you Programs IN Opinion Of The General Address Of The Institution.

I title II. DE THOSE MEMBERS .

Article 4. Those Members Of C.A.P.E.S.W., They Are Divided In Founders, Active, Honorarium And Taxpayers.

Capitulo I. DENOMINACIÓN, DOMICILIO, DURACIÓN, NATURALEZA, OBJETO.

Artículo 1. Este Comando Antidrogas Se Denominará Comando Antidrogas Pedro E. Arenas R. Pudiendo Usar Las Siglas “C.A.P.E.A.R.”, Tiene Su Domicilio Principal En La Ciudad Capital Pedro E. Arenas R. Del Distrito Capital, Y Podrá Crear Comandos En Cualquier Lugar Del País Dentro De La Real Fuerza Armada Militar Celestial, En Cualquiera De Sus Cuatro Componentes: Ejercito Real Celestial, (Ejército Universal), Aviación Real Celestial (Aviación Universal), Armada Real Celestial Y Guardia Real Celestial (Guardia Universal). Las Cuales Se Regirán Por Los Presentes Estatutos Y Su Duración Será A Término Indefinido.

Articulo 2. Es Una Institución De Carácter Gubernamental, Militar Y Universal, Ajena A Todo Tipo De Actividades Políticas Y Religiosas, Con Personalidad Jurídica Propia Y Patrimonio Propio. Que Nace Y Se Rige Bajo El Glorioso Lema: Honor, Gloria Y Dignidad.

Artículo 3. Los Objetivos Fundamentales Del Comando Antidrogas Serán Los Siguientes:

a) Mantener Un Constante Control Preventivo Contra El Uso Ilícito De Las Drogas, Marihuana, Cocaína, Opio, Crack, Heroína, Bazuco, Etc.

b) Promover El Fortalecimiento Social, Cultural Y Moral.

c) Velar Por El Respeto De Los Derechos Humanos Y De Las Especies..

d) Diseñar Y Aplicar Políticas Con Planes De Trabajos Dirigidos A Brindar Apoyo Necesario Para El Mejor Desarrollo Integral De Nuestra Juventud..

e) Promover Mediante Campañas U Operativos Preventivos Propios Y En Conjunto Con Otros Organismos, En El Combate Contra El Cultivo Ilícito De Drogas Y Estupefacientes.

f) Creación De Medios De Comunicación Para Divulgación Masiva, Prensa Radial, Escrita Y Audiovisual Relacionada Con Las Funciones Que Desempeña Este Comando.

g) Firmar Convenios De Cooperación Con Instituciones Públicas Y Privadas, Para El Mejor Cumplimento De Los Objetivos De Este Comando Preventivo.

h) Mantener Un Constante Control Antidrogas Con Los Perros Del Comando Canino Del CAPEAR En Toda La Jurisdicción Del Mismo.

i) Cualquier Otra Acción O Programa A Juicio De La Dirección General De La Institución.

Titulo II. DE LOS (AS) MIEMBROS (AS).

Artículo 4. Los (as) Miembros (as) De CAPEAR, Se Dividen En Fundadores (as), Activos (as), Honorarios (as) Y Contribuyentes.

Capitulo I. DE L0S (AS) MIEMBROS (AS) FUNDADORES (AS).

Artículo 5. Son Miembros (as) Fundadores (as) Del CAPEAR Todos (as), Aquellos (as) Militares Que Aparecen Activos En Los Diferentes Componentes Militares De La Real Fuerza Armada Militar Celestial, Una Ves Activado Por Decreto El CAPEAR Y Suscribiendo El Primer Acta Del Mismo En Cada Fuerza. La Condición De Miembro (a) Fundador (a) Es Compatible Con La De Miembro (a) Activo (a).

Los Presentes Estatutos Consta De 59 Artículos Que Rigen En Toda La Jurisdicción Universal.
